The AHEAD Operation of University of Sri Jayewardenepura, invites applications from interested parties for Consultancy on Nature /Research Documentary, under the ICE Grant, AHEAD Operation.
- BACKGROUND
The development of the higher education sector is of central importance to enable Sri Lanka to make the transition from a Lower-Middle Income Country (LMIC) to an Upper Middle-Income Country (UMIC). Recognizing this, the Government of Sri Lanka (GoSL) and the World Bank have agreed, to support the higher education sector through a Bank funded Accelerating Higher Education Expansion and Development (AHEAD) operation.
- THE OPERATION
Accelerating Higher Education Expansion and Development (AHEAD) operation is organized into two components. The first is a Program Component that supports the national Higher Education Development Program. The second is a systems strengthening, capacity building and technical assistance component that will assist GoSL to strengthen the higher education sector and achieve the objectives of the AHEAD program component. This second will also cover monitoring and evaluation, policy analyses, program coordination and communication.
The implementing agency is the Ministry of Higher Education and Highways (MHEH). The University Grants Commission (UGC) will coordinate the activities of the universities. There will be an Operations Monitoring and Support Team (OMST) which will coordinate and support all AHEAD activities between the MHEH, UGC, and the universities.
AHEAD has three Results Areas:

Results Area 2: Improving the Quality of Higher Education
Results Area 3: Promoting Research, Development and Innovation
- THE OBJECTIVE OF THE CONSULTANCY.
Produce short documentary programs on Nature/ Research
- SCOPE OF THE CONSULTANCY.
Each year, numerous research are being conducted at the DFES and FAS in the fields of Natural Sciences (ecology and environment) that may not necessarily lead to the development of new products/services directly commercializable. Digital media are fast becoming popular avenues of disseminating new scientific research findings as they provide greater visibility and publicity especially for ecological and environmental research while adding a commercial dimension such as IPs. Key activities and contents to be produced through the production of HD video documentaries on
- Pangolin Conservation
- Human leopard conflict
Produce the documentary programme for a period of 40 minutes.
Produce the documentary programme in English language.
Produce the video documentary using UHD (4k Video) or higher technology.
Provide a copy of the video by converting that to Full HD (1080P) technology or latest Available technology (Master copy shall be submitted to the Center for Sustainability).
Potential product commercialization and marketing channels content distribution methods are through the University Business Linkage Cell of University of Sri Jayewardenepura.

The main duties and responsibilities of the consultant of Nature/ Research documentary will be as follows.

- DURATION OF THE ASSIGNMENT.
The contract will run for 8 months from the date of signing the contract.
- MODE OF PAYMENT.
Total payment for the above consultancy is Sri Lankan Rupees 2,500,000.00 which will be disbursed according to the following schedule.
- 10% of total consultancy fee will be paid at the signing of the Consultancy Agreement and on acceptance of Work Plan.
- 15% of total consultancy fee will be paid at the Submission and acceptance of Detailed Work Plan and Schedule.
- 15% of total consultancy fee will be paid at the Submission and acceptance of Final Script of the documentaries.
- 35% of total consultancy fee will be paid on the submission and acceptance of the Draft final documentaries acceptable to the client.
- 25% of the total consultancy will be paid on the submission and acceptance of the Final Documentaries incorporating the comments made by the Center for Sustainability for the Draft documentaries with Sinhala and Tamil versions.
- REQUIRED QUALIFICATIONS AND EXPERIENCE.
Copies of the videos produced before should be attached as a sample (Please provide in DVDs).
- METHOD OF APPOINTMENT.
IC-C: Individual Consultancies Competitive basis (evaluating 3 CVs/company profiles).
- REPORTING THE DELIVERABLES
The consultant shall closely coordinate and report to Director, Center for Sustainability
- REQUIRED PROFESSIONAL COMPETENCIES
Minimum 10 years of experience in the video production industry.
Completion of minimumn15 no: of documentaries.
Completion of minimum 10 no: of TV
Holding of similar positions such as Director, Assistant Director, Script Writer and Cameraman.
Accomplishment of awards and other skills related to the National and International Levels.
- OWNERSHIP OF THE ASSIGNMENT
This assignment is funded by the Ministry of Higher Education via AHEAD-OMST under the program component of AHEAD. As such, the University shall be the owner of the assignment and will reserves the Intellectual Property Rights for all deliverable of the assignment under the terms and conditions given in the IP policy of the University. The Consultant will have no right of claim to the assignment or its outputs once it is completed and no rights to use Data and Information gathered through the assignment for other purposes without written permission from the Vice Chancellor. Any Reports/ Data/ Information produced as a part of this assignment shall be handed over to the Client in soft and hard forms.
